Well, there's any number of web-based CMS systems that will do it - from
my own experience I know DotNetNuke which is hosted on IIS/SQL Server. 

What you get with DNN is an empty site with all the 'scaffolding' you
need for handling the admin side (it has superuser-accessible screens
for user administration and so on). Then you can tick off what modules
you want enabled, so to get a forum you tick the 'Forum' checkbox and so
on. No programming necessary - to add and edit content you just log in
as the superuser, normal users just see the pages. It has a module for
handling credit cards and so on as well.

So basically I would:

Go to the http://demo.dotnetnuke.com/ site - there is an a big red
button at the bottom there to set up a new blank DNN site to play with
for 48 hrs, so you can see what it does. If you like it then just find a
hosting provider that hosts DNN sites and off you go. They will normally
install the site and the database it uses for you, with the latest
version of DNN.

You can of coruse do the same with Drupal or any number of open-source,
Linux hosted equivalents which are always cheaper as you're not paying
for an SQL Server and Windows Server licence. I just happen to know DNN.
