Building one, even with the InstallShield Express Limited Edition takes less
than 30 minutes from scratch, no more than an hour if it is the first time
you are doing it (using the Walkthough doco in the VFP Help file).

Merge Modules dictate where the files are installed, and very likely so will
the installers created by someone else. If you want more control over where
the files are deployed check into Inno Setup and get the white papers from
Rick Borup on how to create the scripts to install files. It will take you
more time to do so, but the results are going to be more custom to your
particular requirements.
