I have not seen this with Vista or any other operating system. You might check the server Recycle Bin in case someone is deleting them from the server? Users with access can drag and drop, delete, and rename from server or workstation (just one of the dangers of DBFs). I mostly see this from user mistakes, never from an operating system.
