Kurt,
Could it be a rogue UDF or even a trigger/stored procedure in the DBC that
isn't pointing to the correct dbc the first time through?

Could it be that there is still a table in the dataenvironment which
can't be found when the report first opens up?  Maybe it's not visible
when you edit the data environment?  When in th edataenvironment, check
the properties and see if there is a cursor in there.
