I have the same thing happen to me using the 64bit RC version. the slow dragging isnt a problem just a bit weird. in the beta version I found that VFP opened up very very slowly. at least it doesnt do that anymore!

Must be a new OS convention Also, the Project Window always drags slowly, and it cannot be made non-dockable, however, even though it appears to be handled like a Dockable dialog, it has square corners, not round. I have a fairly nice video card that is plenty fast for all the other Win 7 feature. (Nvidia Quoadro FX3450/4000).
