There are 3 hotfixes to SP2. We understand that you only need to install hotfix 
#3 as it includes anything in 1 or 2. At least that is what we did and it seems 
to be working fine for more than a month.

Of course you need new runtimes if you want to take advantage of all the bug
fixes and features of SP2.

You should only use the Prolib runtimes if they include the third hotfix
from Microsoft to fix the reporting bug (inclusive of all the hotfixes made
to VFP 9 SP2.

Upgrading to SP2 is a case by case decision for developers. The waters are
nice in the SP2 pool if you apply the proper hotfix. Raw SP2 has a couple of
new bugs that are annoying.
