Did you uninstall VFP 9, reinstall VFP 9 RTM, install VFP 9 SP2, and then install the service pack? That is the respected best practice. If you are running Vista or Windows 7 you probably should consider purging your virtual drive, or consider keeping files you might have changed including FFC class libraries.

The runtime files do not belong in the Windows System folder. They get installed in the C:\Program Files\Common Files\microsoft shared\VFP folder. Each installer should handle that just fine. The recommendation for runtime files in the app folder is one approach for a runtime application, not a development machine.
