I was able to look at the referenced site as I test a VPN out of here. I believe that the end of the home buying credits ended in Nov. didn't they? That could be the real reason the target was high by 15,000. Maybe buyers are finding that better foreclosures are now available so pick up on the steals ! Not looking to buy or relocate now so I have no idea.
