I use wordpress. free, etc., but your first question needs to be whether you will be hosting it internally, or whether it will be hosted externally.
if externally, godaddy.com will host it for about 5.00 per month and you can give access to whoever writes the articles and everybody can read it, and by that I do mean everybody. If internally, I believe you will need a linux box as I don't think it works under windows.. by the way, did I mention that I would be willing to put together the articles, etc. for a nominal fee?? <grin> Seriously, if you've looked at my keep america at work site before, I spent the weekend totally redoing it and as you will see it does not take any rewriting.. Just had to add some widgets for the RSS feeds and I'm back in business. now if you're going to need to give people access, etc., wordpress probably wont cut it and I would look at joomla or sharepoint depending on your environment.
