Yup! Two ways to get out of that downward spiral. Either wait to hit
rock bottom, or get the state indebted and inject a lot of money into
the system in order to get the wheels turning again.

Not really, it has happened here. Provinces started emitting their own
money (iou's) and paying state providers and workers with that. State
providers and workers took them with a smile because it was that or
nothing, then they go to groceries who take them at 80% and finally all
goes down to sharks who take them at about 50% and wait till the
province has money again to collect 100% of the debt.
We have lived through it and worse here not so long ago, I can still
remember those times.

What you say is not reasonable. If things get so hairy then no one with
an education (h1 b) will want to work in USA and you'll have all those
jobs for yourselves. Think of it, if it is hard for you who are born
there, how hard it will be for someone whose language is not english and
has no family nor friends in USA? Why would they want to go there?
Besides which, if things get to that point the dollar will certainly go
down and then you'll have an advantage over other countries workers,
your workforce will be cheaper and you'll be competitive in the world
markets.
