One simple suggestion - as I did this QUITE a while ago (although,
honestly - I haven't done it in quite a while) - is creating and using a
Yahoo Group. I used them on several of my computer graphics projects -
to coordinate communications amongst a team. 

And - yes - you can limit the membership of a Group - and keep it
completely closed. Then, one or more people in the Group can act as an
Administrator - to oversee memberships.

GF is joining a new company where they have a problem sharing info and 
she thought a listserve might help their communications.

Are there any listserves you would recommend for this purpose (of 
sharing emails within the organization)?  The employees are spread out 
across the nation, so it's not like they're under the same roof.
