i) Read Ed again, he said "If it is difficult for them to use a program", that may include un-intentional misuse but he says nothing about intentional misuse. In the case at hand of installing/using antivirus apps he has a point, antivirus apps have no reason whatsoever to be difficult to install, set-up or use. ii) Following your line of reasoning we could justify dictatorships because in a ship you have an all powerful captain. In IT phishing, eCards and free porn are not distractions. The first two have nothing to do with a distraction, they cheat people, not distract them.
