After a quick skim of the document, it seems that they're using an architecture similar to what the UltraDNS folks proposed (and what CoPilot is based on) with a known intermediary on the internet acting as a broker to outgoing communications initiated from each end. UDP NAT Traversal is the technique used to try to figure out what the actual location (IP Address) of each end is, and the broker sends back what it sees to the client and server for them to attempt a direct end-to-end, encrypted connection.
