You might want to include the drive letter on the path in case the default
drive is not what you are expecting.

You can try running via the debugger to see what is happening during the
start up.

For instance, of you run the program and later reset the sysmenu back to
default you will lose the PEMEditor menu pad.

I DO start with "do \fox9\pemp\startpemeditor" as soon as I see the command
box
(But it doesn't change the menu)
