Eurico,
I used the Image.PictureVal = FileToStr(). It worked until Windows 7 64-bit.
I'm using VPF 9 SP 1 for these.
Now I StrToFile(FileToStr()) the image to the user GetEnv("TEMP") directory.
The images are part of the project and "included".
