I know that if the whole path of the picture is included in the picture clause
of buttons for example and the picture is part of the project it works.
But in my case i have something like "hovblue" in a field, so your tip will do 
just fine.

I used the Image.PictureVal = FileToStr(). It worked until Windows 7 64-bit.
I'm using VPF 9 SP 1 for these.
Now I StrToFile(FileToStr()) the image to the user GetEnv("TEMP") directory.
The images are part of the project and "included".
