Hi Michael, What they haven't thought of are overweight trucks. Some truckers who are paid by the pound/mile overload. A truck that is supposed to weigh 80K might weigh 150K. These trucks break up the road below them, particularly if the road is made of glass. The driver probably won't know the real capacity of the road surface. He reasons that the road doesn't obviously degrade under his wheels that very minute. He will be genuinely surprised if he hits a glass road and sees it shattering in pieces in his west coast mirrors.
