The folks that are actually "writing the checks" are not actually "paying the bills." 2. They are "paying the bills" by borrowing from China. 3. China, who has recently displayed intelligent life unlike our own Washington D.C., is happy. 4. The UN is happy. 5. The folks writing the checks are happy. (That would be Barry.) Oh, he's not so happy about not being able to be anonymous anymore, but hey... 6. Looks to me like everyone is happy!
