As with most things in life, the crucial thing here is not the answer but *the question*. I would first wonder why are there so many inmates in your state. Then I'd get the state's population say 100 years ago and the amount of inmates in those times and get a curve of % of inmates versus time (in years). That might show interesting things. Then I'd ask myself : What's wrong? Is capitalism not working? Is it democracy the culprit? Is it justice? Or is it the US society as a whole? Because you see, the stupid behaviour is not to release 50thou inmates alphabetically.
