Huh?  HyperV as well as VirtualPC/VMWare/QEmu all need an OS install.
Windows 7 just comes pre-supplied with a XP VM.

I have a Hyper-V server and it's great, I run various XP & Win7 VMs.
The server is a 4 core cpu with lots of ram.  Much better than running
a VM locally.
