Is there an API that you can work with as well as the app itself?

Doesn't need an API, since it's a self-contained program. Icon sits in the Notification Area, just click on it to see what you've got. Holds hundreds of clips, automatic cleanup after <n> days, edit the clips, etc.

Example: I play Fantasy Football, and clip the player stats from the CBS website each week to feed into my FF database. I open ClipMate, set Merge on, then clip 15 separate pages of stats into one long clip, set Merge off, and paste the whole thing into a text file with one click.

Also: you can print clips directly from ClipMate, without pasting them.
