I haven't seen that at all. Do you have a large number of files, or
some similar reason that might cause a refresh delay?

I don't see any such control for resizing. I usually type Cmd-J to
bring up the folder pref dialog when I want to change the icon size.

Then don't use "Arrange by"; just use sorting. They are two separate
things.
