i have found that this happens when there are severe dependency problems or
severe reconfiguration problems.....after i apt-get update, then apt-get
upgrade, if there is a list of things held back then all i have to do is a
apt-get install package-held-back.
This has always worked with held back packages for me. It will also alert
you to any problems with that package as you are installing "one at a time"
instead of a whole group. Seen it more w/this distro than others(w/corel or
storm it would only come up when the dependencies would cause a major
package conflict more than 1 set of packages deep)
