Still not propset for either link.ijs or manifest.ijs, did you issue any propset cmd? I guess the config file only affect new files but you added the config _after_ initial import of those files. If there is no propset command in tortoisesvn, you may try delete that 2 files make a commit, then add back files and commit afresh.
