Bo, I am not sure I am going to edit the Wikipedia article as I am not that interested in the subject, but here is some information you might be interested in with respect to Dochev's and other authors' work. The following http://dx.doi.org/10.1016/0041-5553(64)90148-X is a translation in English of a paper originally published in Russian – see the first page where Dochev's earlier results are cited. The sufficient condition and quadraticity are there. The [1] from this page, where the results are obtained, is a paper published in 1962 (while Kerner's paper is 1966). You might also find interesting e.g. the paper of Petkovic et al., which is referred to from Wikipedia.
