Greg, You can get the old behavior back by setting TARGET_jhs_ to ''. If you do this in the session, you will have to refresh to get the new behavior on that page. If this is what you want you should do it in a startup script.
I'm a little surprised you like the frame layout that would prefer not getting new pages, I find the flexibility of multiple tabs and multiple windows to be more convenient. It works well with limited screen real estate (multiple tabs) or lots of space with multiple windows. Dragging tabs to change tab order and create/merge/shuffle windows works well.
