Yes, '';1 is a noun, but having a noun changes <;.1 completely:

<;.1 i.3 3

executes the MONAD <;.1, which behaves according to its rules.

('';1) <;.1 i.3 3

executes the DYAD <;.1 which behaves according to its rules, which are totally different (though somewhat similar in this case).

Every verb can be invoked as a monad or a dyad, depending on whether there is a noun to its left. You should think of the two valences as being different verbs.
