the error happens after the files have been dowloaded.

maybe it was because I already had zlib1.dll?

the files were all placed in the bin folder, and 'output cairo' plot y works 
nicely.

Was it related to permissions in windows 8.1?

load 'graphics/cairo' 
install_jcairo_

will display the download location and names of dll to be
downloaded. Try download and copy them to your ~/bin manually.
