I got into Debug to make KeepOnTop programmable, and Lo, it already was.
Ctrl-T in a Debug window toggles the KeepOnTop status, which persists between debug invocations. So just Ctrl+T once & it's outta there.

Perhaps that is a valid assumption as the internet is available almost everywhere. But it should not cause an error if it is not. One possibility would be to use webview to bring up the internet information instead of the browser.
