I guess this is the problem. As I understand it (and I am no expert in these matters), this is some draconion, self-serving policy from microsoft: they sell certificates for some hundreds of dollars which you can use to sign your applications, and then the OS will bad-mouth any application which is not signed. Apple does the same thing. (It's not _inherently_ bad to have signed binaries, but the way the cards have crumbled here is, I think, somewhat problematic.)
It should be possible to run the binary anyway; I have no idea how. For the time being, the web playground should be usable.
