It's a conjunction.  It takes an integer LHA and a gerund RHA.  The gerund is a 
list of verbs to compare, the integer becomes the
LHA to  6!:2   .  It derives an (ambivalent) verb.

When the derived verb is invoked with arguments, its output is an  2  column 
table of boxes, with one row per name in the gerund.
The first box in each row contains the output of the corresponding verb, the 
second contains the time and space metrics of running
the verb on the arguments.

Hence,  small  is a comparison of all the verbs against  +:i.5  averaged over  
5000  runs,  medium  is  +:i.500  averaged over
500  runs, and  large  is the metrics of  i.+:5000  on a single run (all with a 
RHA  of  i.2 2).

The verb  cmpr_rpt  formats those comparisons prettily.
