Hello Bill, If you have already got the binaries of the axis2 distribution, then you would see that under the %AXIS2C_HOME% location, there are the following directories: lib/ modules/ services/
Also the %AXIS2C_HOME% has axis2.xml. I believe these are required as a repository is required for the service to work. I placed the corresponding files and directories to get over the error at this line.
