I've been following this thread with some interest because a change in the
argument of a
primitive - no matter how innocuous looking - always leads to code rework.
If the benifit is
great the rework is a necessary evil.  Here I think the extension is not
worth anyone's effort. The only
suggestion worith pursuing is another foreign that returns locale and time
zone information
directly.  It's easy to get this stuff using cd calls but this would
standardize timestamps across
versions of J leading to less os dependent J code.

My main criteria for judging extensions, additions, upgrade et cetera.

1) Will it do something worthwhile
2) Will it reduce code, complexity et cetera
3) Willl it make a pot of money

If you cannot confidently assert 1 and 2 it's probably not worth doing
unless 3 is your goal
and I think this is not going to make anyone any money.
