That dictionary page says:
   The 0- and 3-cuts have a left rank of 2; the 1- and 2-cuts have a
left rank of 1.

Cut verbs will cut a table into pieces.  How they cut tables up
into pieces is controlled by the right conjunction argument to ;.
(a small integer) and what they do with those pieces is controlled
by the left conjunction argument to ;. (a verb).  Using < is an
excellent way to visualize this process, so I think you are on
the right track.
