I'll assume that your session example shows current behavior.  If that 
is true, would the following show desired behaviour?

   require 'dates'
   getdate 'March 7 2009 7:30pm EST'  NB. GMT -5 
2009 3 7 19 30 _5

   getdate 'March 7 2009 7:30pm'
2009 3 7 19 30
   getdate 'March 7 2009'
2009 3 7
