This is close, but the GMT adjustment should be
subtracted from the hour.  In other words, I would like
either

   getdate 'March 7 2009 7:30pm EST'  NB. GMT -5
2009 3 8 0 30

or

   getdate 'March 7 2009 7:30pm EST'  NB. GMT -5
2009 3 8 0 30 0

Yes -- this example matches what I want (though
I would not object to a trailing zero, if it were present).

This is current behavior, and yes, I would
prefer we retain current behavior.

Note also that I would also accept a different
verb, for dates with time, if that were preferable
to the implementors.

Note also that I would happily ignore issues
such as leap seconds and national law -- if
some countries want to change their calendar
every so often, that's fine, I am happy with
using a different system of time keeping, at
least as a first approximation.

(And, for what it's worth, back when I was involved
with tracking U.S. bills and laws and so on, I remember
some times when congress would legislate themselves
their own special calendars so they could meet their
deadlines and still meet their other commitments.  I think
I remember them giving themselves a September 41st,
once.)
