I ran a test on the BBC Russian rss feed that you pointed out in your email.

The truncated results are below. The only glitch was the ascii boxed display as 
shown.

I myself do not use xml. However you may check rss feed which is
in xml format, the link for chinese

some other rss do not use utf-8 but bbc rss use utf-8.

If your computer cannot display chinese fonts, you may test with other
language rss from bcc instead.
