Well.. I have not thought through the arithmetic for this, but,
logically speaking the line segment intersects the circle if
either of the endpoints is in the circle or if the place a line
perpendicular to the line segment, through the center of the
circle is within the circle (though it must also be between
the two endpoints for this to count).
