I don't think that TABs should be treated different than SPCs anywhere. (They are treated the same elsewhere, say, in '17<TABorSPC>+4'.) I'd classify that as bug. (And it wouldn't be the first mistreatment of TABs.)
For a long-term portable solution, you could head or tail into the default: {: 77 , ". '' 77 {: 77 , ". '4' 4 (You'll find expressions such as y =. {.y,77 here and there in J's stdlib code.)
