I think the situation is that JUM requires javascript, but that login does not, and that login allows you to select jijx or jijxh or jijxm (minimum, no javascript).
Use a browser with javascript to create and start your task. Then in your non-javascript browser use jlogin with jijxm. Let me know it that is not the case. There are no plans to provide JUM without javascript. It could be done if there was sufficient interest.
