I think that csvedit was initially written to work with the verbs
defined in the J6 script ~system\packages\files\csv.ijs. The verbs in
that script were all defined in the z locale and hence there were no
issues.

The addon tables/csv was added later and in J7 supercedes the above
script and only exported the main verbs to the z locale, the rest
residing in the pcsv locale. I suspect that the only issue you have is
with extcsv and could be solved by editing the reference to extcsv in
the csvedit script to be extcsv_pcsv_ .
