What do we want here?

It would be good to have the editor retain the last set value of line wrap 
in opening a file of any type.  If a change is required the user can make 
it.  It currently appears to default to opening the file with line wrap off 
as Bill notes.

The present set up provides the basic capability needed for dealing with my 
needs but the above tweak would be good.
