The packaging was changed in response to proj not putting the minor version
number into the DLL name (implying that that was done because the ABI of proj 9
will be stable).

So the package is now called proj9-runtime:

https://download.osgeo.org/osgeo4w/v2/x86_64/release/proj/proj9-runtime/proj9-runtime-9.6.0-2.tar.bz2
