SPIRES syntax had the 0th day of the month meaning the whole month, not
the 1st. However, SPIRES worked in the way Tibor specifies for Invenio
as well, so I think there is no need for any special treatments at all
here.
I.e. SPIRES allowed 1994-04-00 to stand for all of April 1994, but it also
treated 1994-04 as all of April 1994. I'm doubtful that the 1994-04-00
syntax is needed anymore. I agree that using 1994-04-01 for this is
needlessly limiting and confusing.
