It may take many moons before `dateutil` patches are accepted upstream
and, more to the point, before they land in mainstream GNU/Linux
distributions like Debian Stable. I think we should fix it
internally. It would not be very nice to ask all Invenio/INSPIRE
instances to recompile their dateutil dependency. If at all possible,
we'd better avoid this.
Also, there should be no need to wrap the behaviour in
`CFG_INSPIRE_SITE`; the concept of "the first of the month" should
have the same meaning for all Invenio instances, shouldn't it? For
INSPIRE, see my observations in comment:4, and Travis's reply in
comment:5 above.
