WebSubmit: hide HIDDEN files in document manager
* Files flagged HIDDEN are by default no longer shown in the interfaces
produced by the document file management tool (i.e. submissions). In
the case of the admin document management interface, the HIDDEN files
are still displayed, but greyed out and not editable.

* Display link to document file manager from the "Your Administrative
Activities" section of the "Your Account" page.
