I've reviewed this.
I agree that we can simply remove "citeable" to make this work, since
currently, and in the foreseeable future, all published papers are
citeable (though not vice versa)
However, since this was a regression it should be tested.
I'm deploying this fix on PROD since this is a critical highly used area,
and so I'll suggest that tibor commit this to master soon to avoid
divergence. I will create a separate ticket for the regression test, and
send back to Joe.
