Great Chris, I just heard you volunteer...
And yes, I think the ideal would be that the CFG_JOURNAL_FORM for INSPIRE
should be ['p v (y) c', 'p,v,c'] meaning that Invenio and INSPIRE share
an ideal form, but INSPIRE allows the fallback triple in which form most
inspire refs have already been stored.
However, the --inspire flag would not be needed in any case, because
refextract should just read CFG_JOURNAL_FORM from the config variable, so
in case Invenio and INSPIRE want to have different ones, the config
setting is all that is needed to change, not flags or internal configs.
