Any particular reason why CFG_BIBEDIT_INTEGRATE_WITH_BIBCIRC was
introduced? We can probably rely on Holdings tab existence or
non-existence for given record/collection to determine whether a
record can potentially have holdings or not. So if this tab is not
configured, we don't display the panel.
