The reason was a complete disabling of the code. if the variable is False
no HTML code is produced. if it is True and the bibCirculation element
should not be displayed, it is created in the tree of teh document, but it
is set to be invisible using the CSS
I found such a solution cleaner than always polluting the output HTML with
unnecessary elements
